What can pay, before they swipe

Members should see which programs can pay a merchant, and which cannot, before they fail at the register.

A decline with a next step

Wrong program, short balance, or missing item data should map to an action. Use another tender. Fund a wallet. Send a receipt if the rules allow it.

Substantiation without a black box

When a receipt is required, capture and match should be automatic. When a person has to look, say how long review takes and mean it.
