This is a working evaluation framework for benefits leaders renewing or switching their HSA and FSA partner in 2026. It is built around the five questions we hear most from mid-market HR teams (500–10,000 lives), with field-tested scoring criteria you can use to compare providers head-to-head.

The five questions

Most evaluations get derailed by capability checklists that miss the actual buyer risk. The five questions below cut through marketing pages and surface what actually matters.

1. What is your average implementation timeline for an employer our size this year? The honest answer is in days, not "fast." Press for the average, the longest case in the last quarter, and what triggers a delay.

2. What is your mobile app store rating today, with date? Open the App Store in front of them. Anything below 4.0 is a member-NPS risk. Anything below 3.0 is a hiring risk for your benefits team.

3. What is your investing threshold, and what is the average time-to-first-investment? $0 thresholds matter, but average time-to-first-investment shows whether the UX gets out of the way.

4. Walk me through your HRIS integration with [our HRIS] specifically. Vendors with real integrations name the eligibility endpoints. Vendors without them name the spreadsheet.

5. What is your audit-readiness process for ERISA, IRS, and ACA reporting? Real answers describe the export. Marketing answers describe the team.

Scoring framework

Each provider gets a score from 0 to 5 on each of the five questions. Total out of 25.

  • 20–25: Strong fit. Move to reference checks.
  • 15–19: Workable, but expect implementation drag and member-NPS friction.
  • Below 15: Likely to underperform on the dimensions that drive renewal risk in 24 months.

Red flags to watch for

Watch for these in every evaluation call:

  • Implementation timelines quoted in "weeks" without a specific number.
  • Mobile app star ratings the vendor doesn't volunteer.
  • Investment thresholds buried in the FAQ.
  • HRIS integrations described as "robust" without naming endpoints.
  • Compliance posture described as "industry-standard" without naming the certification.
  • Pricing slides that omit float-economics assumptions.

Pre-decision checklist

Before signing, confirm:

  • Implementation date in writing.
  • HRIS sync endpoints documented and tested in sandbox.
  • Mobile app rating verified against the App Store within the last 30 days.
  • HIPAA-aligned controls documented and shared under NDA.
  • Card sponsor bank named (and FDIC status confirmed).
  • HSA custodian named and verified on IRS Publication 5165.
  • Reference call completed with a customer at your size and industry.
