1. Card issuance
Phase 3 Benefits cards are issued by Coastal Community Bank, Member FDIC. Cards may be used everywhere eligible debit cards are accepted, subject to the IIAS merchant rules and the eligibility rules that govern HSA and FSA expenses.
2. HSA custody
HSA custodial services are provided by a non-bank trustee or HSA custodian approved by the U.S. Department of the Treasury and listed on IRS Publication 5165. Custody arrangements are governed by the HSA custodial agreement, which is delivered to members at account opening.
3. FDIC insurance
HSA cash deposits held at Coastal Community Bank are insured by the FDIC up to applicable limits. FDIC insurance only protects against the failure of an FDIC-insured bank. Investments are not insured by the FDIC.
4. Investment products
Investment products offered through Phase 3 Benefits are not FDIC-insured, are not deposits, are not obligations of or guaranteed by Coastal Community Bank, and may lose value. Investment services are offered through a registered broker-dealer or investment adviser partner. Past performance does not guarantee future results.
